The Philippine National Construction
Corporation (PNCC) has received and approved an unsolicited proposal
from Pacific Concrete Products Inc. ("The Original Proponent")
for the latter to lease the aforesaid property for 25 years On PNCC’s
three (3) hectare land in the Financial Center Area (FCA) which
is located at the corner of Macapagal Avenue and Diokno Blvd. (formerly
Gil Puyat Avenue Extension), Pasay City. The 3-hectare land is part
of the approximately 12.9-hectare property of PNCC in FCA.
PNCC invites interested parties to
submit comparative proposals under a Swiss Challenge Bidding Process
to lease the aforesaid property for 25 years. Proponent should submit
a better lease proposal than PCPI based on the terms reflected in
the TOR. Should a Comparative proponent submits a lease proposal
better that that submitted by the Original Proponent, the latter
shall have the “right-to-match” the best offer for such
proposal.
Comparative Proposals should be submitted
to PNCC on or before 12:00 p.m. of June 3, 2019 at the Office of
Materials Management Division (MMD) of PNCC located at Kilometer
15, East Service Road, Bicutan, Paranaque City, Philippines. Instructions
to Bidders (Comparative Proponents), including the Terms of Reference
and other relevant qualification and tender documents will be available
upon payment of a non-refundable fee at the MMD Office from May
2, 2019 to May 30, 2019 between 10:00 a.m. to 5:00 p.m. For particulars,

PNCC reserves the right to reject
any or all comparative proposals and other relevant tender or bidding
documents, to declare a failure of bidding, and not award the contract
for any justifiable and reasonable ground where an award will not
benefit PNCC or the government, without thereby incurring any liability
to the affected proponents.
